Filing a backflow test report to the City of Bellevue Utilities
Where it goes
Email the completed report. The City's own form prints all three routes: Backflow@Bellevuewa.gov, fax (425) 452-7116, or post to Water Quality, Box 90012, Bellevue, WA 98009.
The owner gets a copy too, whatever route the purveyor's copy takes. WAC 246-292-034(4) names both recipients and one test produces both — the statewide rules are here.
By when
Bellevue Utilities publishes no filing deadline, and neither does the state. WAC 246-290-490(3)(g) makes the time frame part of each purveyor's own programme rather than a statewide number.
The City's Cross Connection Control Program gives no figure. It says only that “it is the customer's responsibility to ensure that the backflow test reports are submitted to the City in a timely manner.”
We would rather tell you we did not find one than print a figure you might plan around.
What Bellevue Utilities wants about your test kit
“Each tester is required to have current BAT certification and current test kit calibration on file with the City.” It is a precondition on the tester, not a line on the report.
The twelve month interval itself is a state rule, WAC 246-292-034(6)(a)(i), and it runs to the test date rather than the filing date. We will email you before yours lapses, free.
Worth knowing
Bellevue's “30 days” is not a filing deadline and should not be planned around as one. The Program's notification procedure sends the OWNER a first letter annually “usually giving 30 days compliance” to get the test done — a notice clock that starts when the City writes, not a window that starts when you test.
