The obstacle in British Columbia is not lock-out. It is neglect: 19 of these 46 authorities impose a legal duty to file and publish no form, no cross connection control page and no intake address at all. A tester in those places has a deadline and nowhere to send it. That is a real gap in public information, and it is not ours to fix — but it is worth saying out loud.
