Filing a backflow test report to Seattle Public Utilities

Seattle Public Utilities requires reports to go through the SAMS Tester Portal, from NJBSoft. Annually, and a copy goes to the owner as well — that part is statewide. No filing deadline is published.

Where it goes

Enter the report in the SAMS Tester Portal. SPU stopped accepting test reports at its SPU_TestReports inbox: “Starting August 17, 2026, all assembly test report submissions must be entered electronically through the SAMS Tester Portal.”

The owner gets a copy too, whatever route the purveyor's copy takes. WAC 246-292-034(4) names both recipients and one test produces both — the statewide rules are here.

By when

Seattle Public Utilities publishes no filing deadline, and neither does the state. WAC 246-290-490(3)(g) makes the time frame part of each purveyor's own programme rather than a statewide number.

SPU publishes none. Its test due notices to owners are the only date a tester is given.

What Seattle Public Utilities wants about your test kit

“The tester is responsible for providing Seattle Public Utilities with copies of their current state certification and test equipment calibration certificates. Test reports cannot be submitted without this information in our system.” A lapsed calibration does not fail the report here — it blocks submission outright.

The twelve month interval itself is a state rule, WAC 246-292-034(6)(a)(i), and it runs to the test date rather than the filing date. We will email you before yours lapses, free.

Worth knowing

SPU's own two pages disagree, and the one a tester is more likely to find is the wrong one. Its Backflow Assembly Testing page still prints the email address and still says “For now, please continue to submit test reports to SPU_TestReports@Seattle.gov”. Its Regulatory Database Updates page says that inbox is closed. The Updates page is the current one. Two further things the portal needs that email never did: a report requires the letter code from the customer's notice or the exact serial number in SPU's records, and a BAT testing for more than one company needs a separate email address for each.
