Filing a backflow test report to the City of Spokane Water Department

Where it goes

Spokane publishes no test report intake address. Its cross-connection page gives watercrossconnection@spokanecity.org for water use surveys and questions, and does not name it as the route for reports.

The owner gets a copy too, whatever route the purveyor's copy takes. WAC 246-292-034(4) names both recipients and one test produces both — the statewide rules are here.

By when

Spokane Water publishes no filing deadline, and neither does the state. WAC 246-290-490(3)(g) makes the time frame part of each purveyor's own programme rather than a statewide number.

It is on the customer's letter, by design. The City's Cross Connection Control Program says: “Compliance date for returning completed test is included in the letter.” If you do not have the notice, you do not have the date — ask the customer for it.

We would rather tell you we did not find one than print a figure you might plan around.

What Spokane Water wants about your test kit

“Verification of accuracy of test kits is required annually”, and the date of last verification of accuracy must appear on every report.

The twelve month interval itself is a state rule, WAC 246-292-034(6)(a)(i), and it runs to the test date rather than the filing date. We will email you before yours lapses, free.

Worth knowing

SPOKANE'S ONE HARD DEADLINE IS NOT ABOUT REPORTS, AND MISSING IT COSTS YOU THE YEAR. To stay on the Tester List the City publishes annually, a company must send a Certificate of Liability Insurance and a State Business License by 31 January. The City's own words are that a company that does not respond “will not be included in the Tester List for that year” — not suspended, not chased, simply absent from the list Spokane customers are handed when they ask who can test. It is the one kind of lock that filing well cannot work around: every report you file on time in February is filed by a company the City is no longer naming. Diarise it in December, when the City's first email goes out.
