Who you would be buying from
BackflowFiled is built and run by Filed, in Victoria, British Columbia. There is no sales department, and your records are stored in Canada and used only to provide the service.
We built it because the testing is the part you are trained for and the paperwork is where the time goes. The device takes twenty minutes; the form, the copy to the owner, the copy to the authority, the chasing and the filing take the rest of the afternoon, and none of it is the skilled work you are paid for.
The jurisdiction directory is free, and it will stay free. No email wall, no account, no “download the full list”. It is free because a tester in a town whose council publishes no intake address should still be able to find out what the bylaw requires, whether or not they ever buy anything from us. If you use it and never speak to us again, that is a fine outcome and the pages are built for it.

And what happens to the authority's copy. It fills in the authority's own form, keeps the record, and sends the copies. In Burnaby and Nanaimo, we send it to the authority on your approval and record the receipt. Other cities: not yet; reply and we'll tell you when. The page for each authority says which route it takes, rather than leaving you to discover it on a deadline.
The one piece of outside proof we do have is not a testimonial. It is water authorities confirming, in writing, that what we publish about their rules is correct — those are marked on the directory with the date they answered.

Who runs it
Filed is a sole proprietorship run by Ethan Kerr, at 425 Simcoe Street, Victoria, BC V8V 4T3, Canada. It exists because a backflow report that reaches the water authority late costs a building owner a fine or a shut-off notice even when the test itself was done on time, and every town words its rule differently.
Who has access
One account has production access, which is the answer to the question the security page asks you to care about. Nobody else browses your records.

Why backflow first
Because the deadline is real, the form is public, and the person carrying the risk is the one least equipped to chase the paperwork. A tester finishes a device in a mechanical room and the test is not finished: a report has to reach the Cross Connection Control Officer, on the authority's own form, inside a window set by a bylaw. None of that is the skilled part of the job and all of it is where the liability sits.
How we work
We read the rule, not a summary of it. Every deadline, threshold and required field in the product is traced to the section of the bylaw, code or standard it came from, with the date it was checked. Where something has not been verified it is marked unverified rather than quietly assumed — which is why each of the 71 authority pages quotes its source and prints the date we read it, and 2 of them carry the authority's own written confirmation. They are public: the jurisdictions reference.
When we get something wrong, we say so. Every correction is dated in the change record.
We do not claim what is not shipped. A capability goes on a page when it works, not when it is planned. Where it stands today: In Burnaby and Nanaimo, we send it to the authority on your approval and record the receipt. Other cities: not yet; reply and we'll tell you when. The app opens with no signal on a phone that has used it, and that page says what does not work offline. Your records download from Settings in one file, whenever you like.
Every record can be checked by whoever receives it. A report carries a link that a building owner, an insurer or the authority can open to confirm it is real — no account.
