My backflow test notice from City of Delta: what do I do, and by when?
The rule
Within 30 days of the test, as the City's form instructs. In the City of Delta's own words:
“Please return completed backflow prevention assembly test report within 30 days of test and email to Engineering@delta.ca.”
The authority's own test report form (City of Delta Backflow Prevention Assembly Test Report (form, 2025)) · read 09-Oct-2026
This is the instruction printed on the authority's own form, not a bylaw section. We say which, because a reader weighs them differently.
Worth knowing: The City's own documents disagree on the route, not the window. Its Water Management page (read 9 Oct 2026) says paper is no longer accepted and every report — new, existing or unregistered — goes through BSI Online, submitted by the certified tester. Its current form (2025) still ends: "Please return completed backflow prevention assembly test report within 30 days of test and email to Engineering@delta.ca." Where a form and a page disagree on the route, the page wins, so a report emailed to Engineering may not count as filed; the 30 days are the only window the City publishes and come from the form. The page gives the Engineering Department, 604-946-3260, engineering@delta.ca, for questions. No bylaw section was read for either.
What to do, in order
- Find the date that starts the clock: the day of the test. The clock does not start until the test is done.
- Book a certified backflow tester for every device listed on the notice (annually, or immediately after the assembly is relocated, replaced, repaired or cleaned internally, or the piping supplying it is changed (the City's page)).
- Make sure the tester's report reaches City of Delta inside the window. The City of Delta takes reports only through BSI Online. Keep the confirmation, not only your sent copy.
