My backflow test notice from City of New Westminster: what do I do, and by when?
The rule
Within 15 days of the test, as the City's form instructs. In the City of New Westminster's own words:
“Submit completed backflow test report within 15 days of test to: backflow@bsionline.ca”
The authority's own test report form (City of New Westminster Backflow Assembly Test Report (form)) · read 26-Sep-2026
This is the instruction printed on the authority's own form, not a bylaw section. We say which, because a reader weighs them differently.
Worth knowing: The City's web page states no deadline; the 15 days are on its form. Waterworks Bylaw 7631 sets no testing or reporting rule. The City's Plumbing Permits page, read 26 Sep 2026: “A $30.00 fee will be required to file a City of New Westminster test report with BSI.” Search-engine snippets of the same page still show an older $25.00.
What to do, in order
- Find the date that starts the clock: the day of the test. The clock does not start until the test is done.
- Book a certified backflow tester for every device listed on the notice (annually, and after installation).
- Make sure the tester's report reaches City of New Westminster inside the window. The City of New Westminster takes reports only through BSI Online. Keep the confirmation, not only your sent copy.
