The City's test report form says to submit it to Engineering & Parks Operations, including by email to backflow@langleycity.ca.
How often, and by when
Not stated in the bylaw or on a City page. Not stated in the bylaw — confirm with the authority. We would rather tell you we did not find one than invent a number you might plan around.

Whatever the deadline, the report only stands if your test kit was in calibration on the day. Most programmes require it every twelve months, and a lapsed kit does not slow you down — it stops you filing at all. We will email you before yours lapses, free.
Worth knowing
The bylaw requires a backflow preventer where a cross connection exists but sets no testing frequency and no report deadline. The Township of Langley is a different authority.
